Following heated debates and controversies on the Agenda 111 project, the Ministry of Health has set out to bring clarifications and debunk certain claims made by the former Minister for Finance, Dr. Amin Adams.
The Agenda 111 project, which was commenced under the erstwhile NPP led government, is a project aimed at addressing infrastructure deficit in the health sector. The project is to see the construction of one hundred and eleven (111) district and specialized hospitals across Ghana. However, the project was not fully completed before the change in government.
In a recent address, the former Minister for Finance, Dr. Amin claimed that three of the expected 111 hospitals were completed, equiped and commissioned under the previous goverment. He also speculated that a $1.3 billion fund had been secured for the completion of the rest of the 111 hospitals.
However, a press release by the Ministry of Health (MoH) suggests that all the claims made by Dr. Amin deviate from the true state of the project. According to the release dated March 4, 2025, “the Ministry wishes to categorically refute these claims and urges the general public to disregard them.”
The Ministry, upon their visit on March 3, 2025 to the Ashanti Region to assess some of the projects, found out that the outfits do have necessary working equipment such as medical gas system, imaging equipment, mortuary equipment, solid waste managment, ophthalmology and medical furniture, dental equipment and amongst others.
According to the ministry, despite the previous government spending $400 million on the project, none of the district hospital committed to construction is currently operational. It also indicated that although former President Akuffo-Addo commissioned some hospitals before leaving office, the said hospitals are still under construction and near an overall 95% completion rate.
The release issued by the MoH’s Head of Public Relations Unit, Isaac Ofei Baah also indicated that the said hospitals have also not been handed over to the Ghana Health Service for operation.
Meanwhile, the ministry has expressed commitment to the completion of the project and ensure full operationalization of the project to improve health care across the country.
