The President of the Ghana National Association of Teachers (GNAT), Rev. Isaac Owusu has urged the Director of the Ghana Education Service (GES), to reconsider his directive to the regional and district directors to revoke the appointment and recruitment of teachers who were appointed after December 7.
The director of GES had issued a directive to the regional directors and the district directors to revoke teachers that were recruited and posted – those who are yet to be put or placed on the payroll. This was in compliance with a presidential order to terminate all appointments and recruitment after December 7, 2024.
According to Rev. Owusu, GNAT finds the letter inappropriate because of its contents.
He explained that the directive given by the Chief of Staff to heads of institutions was that all recruitments and appointments that were done after December 7, 2024, should be revoked. Thus, if the director of the GES is directing that workers who have been recruited and are yet to be placed on the payroll to be removed, it will cause industrial unrest.
He said, “If you don’t take care, you are going to pile pressure on the district and regional directors of education because in the first place, the appointment and recruitment are not done at the district level, neither is it done at the regional level. All recruitments and appointments are done at the GES headquarters.”
According to him, the directives from the Director of the Ghana Education Service, was not accompanied by the master list of the teachers who fall victims to the situation.
“We think that he should rethink about his directive, and come clear and if you specifically want to revoke the appointment of teachers that you recruited after 7th December, then Director General, please kindly engage your two deputies and the HR to help you with the said master list, so that you can give same to the district and regional directors,” he said.
Speaking on behalf of the Ghana National Association of Teachers (GNAT), Rev. Owusu elaborated that, “a teacher that has been recruited for the past six months or so, who is yet to be put on scale or will be placed on the payroll – are you saying that such teacher is also included?”
He highlighted that the content of the Director’s letter is ambiguous thus, he called on the Director of GES to take a critical look at the directive from the Chief of Staff.
“I am admonishing the Director General to take a critical look of his directive once again, to at least, stabilize the industrial peace. Other than that, all said teachers who fall victim – if we (GNAT) receive petitions from their outfits, then as the leader of the teacher union, GNAT, I won’t sit down for such teachers’ rights to be trampled upon. Because the reason why workers join trade union is for their social and economic interests to be protected by the union they belong to. So, I am kindly admonishing the director general to take a second look of his directives,” he added.
Following the swearing-in of President John Dramani Mahama, there was a directive which was issued by the Chief of Staff, Julius Debrah that all governmental appointments and recruitments which were done after the December 7, 2024, elections, should be revoked. Since then, there has been numerous revocations of recruitments from most governmental organisations.
